Higher Education Emergency Relief Fund (HEERF) Report

The Coronavirus Aid, Relief, and Economic Security Act (CARES) was created by Congress to provide fast and direct economic aid to the American people negatively impacted by the COVID-19 pandemic. The Higher Education Emergency Relief Fund (HEERF), pursuant to Section 18004 of the CARES Act, provides funding to institutions of higher education. West Chester University (WCU) received $5,996,057 from this legislation.
The Higher Education Emergency Relief Fund II (HEERF II) is authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Section 314. WCU received $12,649,750 from this legislation.
The Higher Education Emergency Relief Fund III (HEERF III) is authorized by the American Rescue Plan (ARP), Section 2003. WCU received $16,366,168 from this legislation.
Certification
WCU President Christopher Fiorentino signed and returned to the U.S. Department of Education the Certification and Agreement form that was required to receive the HEERF funds. WCU was not required to provide a further certification under the CRRSAA and ARP.
Award
WCU was allocated a total of $35,011,975 from the U.S. Department of Education pursuant to WCU’s Certification and Agreement for the Institutional Portion of the Higher Education Emergency Relief Fund Formula Grant.
Expenses/Lost Revenue Incurred
As of March 31, 2021, $18,645,807 has been incurred from the HEERF I and II allocations.
As of June 30, 2021, September 30, 2021, December 31, 2021, March 31, 2022, $35,011,975 has been incurred from all HEERF allocations.
